銀行服務質數差, 渣打係最差個個

渣打追錯數威嚇無得贖契
【太陽報訊】發鈔銀行追錯數，嚇壞小業主。一名在渣打銀行「孭樓債」二十年的小業主，原以為本月六日可以「脫苦海」供完樓宇按揭，贖回自己物業之際，月前突然收到銀行通知，指除了樓宇按揭本金外，他還拖欠約一萬七千八百多元信用卡數，事主幾經與銀行交涉，銀行才承認內部出錯，並欲以一百元超級市場禮券平息事件，事主指事件嚴重損害他個人信貸聲譽，擬往渣打總部抗議，要求登報道歉。有法律界人士指根據欠款的「時效條例」，逾六年仍不追討，即失時效不可再追，批評銀行處理手法差劣及帳目混亂。內部出錯拒道歉
從事導遊行業的蘭先生稱，今年六月初收到渣打銀行的信件，指除樓宇按揭本金外，他還欠渣打一萬七千八百多元附加貸款，有關款額必須在「贖契」手續辦理當日或之前清付，否則贖契手續便不能落實。蘭先生收到信件後感到極度困擾和不安，連續多晚無法入睡。「容乜易樓按供滿了，仲話我欠佢哋幾百萬㗎！」他說。

蘭堅稱從來沒有拖欠銀行任何款項，遂透過電話多次與銀行交涉，銀行終於承認內部出錯，願以一百元超市禮券平息事件但被蘭拒絕。六月二十一日，蘭先生收到銀行回覆信件，指事件中的欠款已全部解決，但信中並無解釋出錯原因，亦無就事件道歉。

蘭先生憶述，二十年前購買屯門居屋一個單位，在渣打銀行做了二十年樓宇按揭，月供二千多元，至本月六日供款屆滿可贖契；當年同時獲銀行發信用卡一張，後因年費問題，九九年決定取消信用卡，從無拖欠任何款項。他說，○三年沙士後經濟轉差，曾經向銀行申請減息供款，但不被接受，懷疑與今次被銀行指拖欠款項有關。他認為今次事件是渣打無中生有，屬於誹謗，信件用語亦有恐嚇及勒索之嫌。

法律界人士黃國桐指出，根據時效條例，即使真的欠款，若六年不處理便不可再追。黃批評涉事銀行有法不依，最後證實事主無欠款，反映銀行內部帳目混亂，出錯後又不向事主道歉，更期望以一百元禮券打發客戶，完全欠缺誠意，亦對客人不公平。黃國桐謂，根據現行法例，市民在同一銀行內的戶口是共通的，當樓宇按揭屆滿時，其他借貸欠款須清還才能贖契，建議市民要分散銀行戶口，保障權益。

渣打銀行發言人指正跟進事件，昨午與事主取得聯絡，事主同意等候銀行再回覆後，才決定下一步行動。

有銀行薄同埋個個月都有月結單架嘛, 仲有一個肯定我有戶口既就係有個住院供款喺個戶口自動轉脹既...
