我自己有捐過錢比依間野, 所以一見到段消息, 有唔開心同埋嬲{:12:} ... 大家以後都要睇清楚咩機構先好捐錢... 宜家太多人扼人啦... 攪到捐錢都要諗下先.. 唔想比人扼

【明報專訊】慈善團體無王管的問題嚴重，本報今天報道，自稱慈善團體的「世界兒童基金會」（World Children's Fund，下稱WCF）的營運疑點重重；然而，香港目前沒有專門法例及部門監管，捐款者的善款究竟去了哪處，無從稽查，無法監察。
「世界兒童基金會」（WCF）的中文名字與「[url=]聯合國
[/url]兒童基金會」（UNICEF）相近，其標誌設計亦一度與聯合國兒童基金會類似，因而早已遭到質疑，UNICEF更曾向WCF發出警告信，然而，WCF繼續運作，本報今日報道，WCF還有其他嚴重問題。
雖然WCF是根據稅務條例註冊的免稅慈善團體，但稅務條例旨在處理免稅安排，並非監管運作，在香港現行制度下，若慈善機構沒有收取政府撥款，只是自行向善長籌款，根本沒有一個相關政府部門負責監管機構的營運。若有機構存心隱瞞，善款到底有沒有落到受助人手裏，還是有人以慈善為名，斂財為實，捐款人根本無從判斷。
如此制度，明顯存在嚴重漏洞，法改會正就此研擬《慈善法》，但遠水不能救近火，在這個法例「真空」期，公眾及捐款人唯有自救。
最佳方法就是捐款人主動監察慈善機構，要求機構公開及解釋帳目內容。若慈善團體的善款去向交代不清不楚，員工薪津及行政費用異常高昂，負責人身分神秘，又拒絕向公眾詳細解釋，自然值得懷疑。在這情况下，公眾應斷然拒絕向這些機構捐款，以免被人渾水摸魚。
